"They are waiting for me to die in prison, no one is taking responsibility," he said.    The release of Cemil Irvendi (62), who has a heart disease, was postponed for the third time for 6 months by the Administration and Observation Board. Irvendi was not released from prison on the grounds that he had not "severed his relation with the terror organization" despite completing his term of imprisonment. His release was last postponed on 14 October.    Sharing his experiences in a weekly phone call with his family, Irvendi stated that the unlawfulness he is experiencing has now turned into a death threat. He called on the Ministry of Justice and demanded that the arbitrary practices of the prison administration be investigated.    'ENEMY LAW IS BEING APPLIED'   Irvendi stated that the 1st Director of Prison and the prison prosecutor were responsible for the practices in the prison and said: "I am a chronic heart patient. I was taken to Istanbul on 7 October. I was taken to the 11 th Specialised Board on the 8th and a report was prepared there. The prison administration is applying enemy law. I call to everyone; Investigate, ask, enquire into this incident. I have finished my sentence, I have been serving extra time for a year. They are telling me 'Cemil, die'. They are waiting for my death."   CALL TO THE MINISTRY OF JUSTICE    Irvendi called to Ministry of Justice. "This person is doing these things despite you. Who is this person trusting to do these things? People are dying in this prison. The 1st Director does not meet with anyone, neither with us, nor with our lawyers, nor with our families. One day I might die too. I have to have an operation on the 30th of the month. But it is not even clear whether I will have it or not. If I die, who will take responsibility for this? Nobody takes responsibility anyway. You say it was fated. Because you are fatalistic, but you kill, that is the truth of the matter."
